Well i have been working on a buddies 2005 60 powerstroke i just put a new stc fitting because of a no start issue also put a ipr on and changed fuel filters and motor oil it has ran great after that started right up when cold and hot and has 700 or so miles on it since the stc and ipr the truck has 70000 miles on. 85 and drops to the 30-40s during cranking. The leak is at a point where the HPOP would drain straight to the crankcase emptying the HPOP reservoir resulting in the long crank start or even a no-start In the case of a total failure of the STC fitting the HPOP would eventually prime but the leak out of the fitting may be so severe that the pump would not be able to build pressure in the oil rails.
